Gas-Fired Power Plant Transformation

Acquisition and operational optimization of two gas-fired power plants, achieving up to 97.9% availability, boosting safety, and unlocking over $10 million in value through smart inventory management.

In 2021, the Gray Oak Power team (operating as Ceiba Energy) acquired 100% of Breitener Energética S.A., a holding company owning two gas-fired power plants: Tambaqui and Jaraqui. These assets were acquired from Petrobras, Brazil’s large national energy company, and additional minority partners.

The gas-fired power plants have an installed capacity of 156.2 MW (Tambaqui) and 157.0 MW (Jaraqui). Both facilities operated under a 20-year Build, Own, Operate, & Transfer (BOOT) Power Purchase Agreement (PPA) executed in 2005. The terms required a consistent monthly delivery average of 60 MW, with strict penalties for deviations outside a narrow performance band (100% to 103% of the target).

Technical Specifications and Infrastructure

Because the plants were originally located in an isolated regional grid, they were designed with dual-fuel capabilities (natural gas and heavy fuel oil) to ensure 100% reliability.

Each facility consists of two primary sections:

  • Gas-Fired Section: Identical in both plants, featuring twenty-three Innio Jenbacher JGS 620 engines. With a total capacity of 75.4 MW per plant, this represented the largest Jenbacher generation facility in the Western Hemisphere at the time of the 2025 transfer.
  • Backup (HFO) Section: Designed for contingency use, utilizing MAN engines to provide full contractual redundancy. Jaraqui maintains a backup capacity of 81.1 MW, while Tambaqui maintains 80.3 MW.

Each plant is supported by a 13.8/69 kV substation with 100% transformer redundancy and dedicated transmission lines connecting them to the regional grid.

Operational Excellence and Exit

The Gray Oak team managed and operated these assets from November 2021 until the PPA expiration and subsequent transfer to the offtaker in May 2025.

During this tenure, the team significantly improved all Key Performance Indicators (KPIs) compared to previous ownership.

Key achievements included:

  • High Availability: In 2024, the plants achieved availability levels of 97.9% (Tambaqui) and 96.0% (Jaraqui).
  • Financial Optimization: Improved inventory management and operational efficiencies unlocked over $10 million in value.
  • Safety & Reliability: Significant reductions in lost-time incidents and unplanned maintenance outages.
